monitor turning back on upon wallpaper change

I have the windows xp power options set to turn off my monitor after 20 minutes of inactivity, and wallpaper cycler set to cycle every 30 minutes - because, when I am using the PC I want it to change on a schedule.

However, when the PC is idle, the configuration only allows for 10 minutes of power off on the monitor before it wakes up again to change the wallpaper. I also have the power options to turn off the hard disks after 30 minutes, and I'm not sure if that is happening either because of the wallpaper change.

Is there a way to pause WPC when the system is idle and the monitor has turned off?

When Wallpaper Cycler changes the wallpaper, the harddisk will power on. However, the screen normally should stay powered off.

You can pause WPC with Tools > Program Options > Miscellaneous > Do not cycle during screensaving or fast user switching.
